Preheat oven to 425 degrees.
Lightly grease a 9 X 13 baking dish.
Mix ham, onion, bell pepper and asparagus in the baking dish.
In a bowl, mix eggs, milk, flour, Parmesan cheese, salt, pepper and tarragon.Pour over ham mixture. Bake 20 minutes or until knife comes out clean.
Sprinkle cheddar cheese on top and bake 5 more minutes.
Let stand 5-10 minutes before serving.
